Budget reconciliation

The one road around the filibuster: a budget bill that passes the Senate with 51 votes.

Congress adopts a budget resolution that instructs committees to change spending or revenue by set amounts.

All steps in text
  1. Congress adopts a budget resolution that instructs committees to change spending or revenue by set amounts.
  2. The bill that follows cannot be filibustered. Senate debate is limited to 20 hours, and a simple majority passes it.
  3. Every provision must change spending or revenue, not be merely incidental to it. The Senate parliamentarian advises; waiving the rule takes 60 votes.
  4. No changes to Social Security, and no deficit increases beyond the budget window unless the provision expires. That is why some tax cuts sunset.
  5. Major tax and spending laws of recent years, including the 2017 tax law, the 2022 climate and health law and the 2025 H.R. 1.

✗It seems that Reconciliation is a technicality.

✓Actually It is how most big partisan laws pass. The limits on what it can contain shape the laws themselves.

Why it matters

When a party controls both chambers and the White House, reconciliation is usually its main tool. The Byrd rule explains what gets left out.
